Objectives of the Project | To Complete the design of the project including route selection of the KAMATIRA hills section. To Prepare preliminary and detailed design for a modern weigh-in-motion Axle load Control Station (ALCS) complete with control office. Based on the design review and completion of the detailed design documents, undertake a comprehensive review, update and completion of all Environmental and Social Safeguard documents, the Engineering Drawings, the BOQ and Cost Estimates for the project (for the Road and the ALCS) To Prepare bidding documents including detailed bill of quantities for the works and fully integrated weigh bridge Equipment, Support the PEA with the procurement of the contracts for the works and the equipment for the ALCS and fulfil the role of the Engineer’s representative throughout the entire construction period as well as the DLP (Defects Liability Period) |
Description of the Services | Final detailed design report; Comprehensive review, update and completion of all required Environmental and Social Safeguard documents and establish additional safeguard documents following the outcome of the detailed design and/or the review of the existing safeguards documents; Road safety audit and a road safety management plan; Bidding documents for the works and equipment for the ALCS allowing the bidders to submit a technical sound and competitive bid; Support the PEA with the selection of an experienced and qualified contractor and award of contract for the execution of the works; Review and approve the Contractor’s Project Area Environmental and Social Management Plan (PA-ESMP) and subsequent updates as deemed necessary; Construction supervision of works including the installation commissioning of ALCS equipment and contract administration using the International Federation of Consulting Supervision, monitoring and management of Environmental and Social Safeguards (E&S) including ESMP, RAP, Livelihood Restoration Plan (LRP), to ensure works are carried out in a sustainable and diligent manner; Monitor and inspect the works during the DLP leading towards preparation of the performance Certificate and Final Payment Certificate. |
