Objectives of the Project | To develop and manage quality and adequate National Trunk Road through innovation and optimal utilization of resources for sustainable development. To have an objective and systematic road investment plan to assist in the allocation of resources for road maintenance and development that is consistent with the actual needs of the road network. |
Description of Services | Review the policy framework relating to roads and in particular national trunk road development and management in the country in order to anchor the 5-year NTRIP on the current national priorities and long-term development plans; Evaluate the implementation status of the current RSIP, current KeNHA Strategic Plan; identify gaps in the implementation and determine the current level of road contract commitments; Develop a methodology for selecting candidate road sections for the NTRIP; In collaboration with the project implementation team, formulate a robust prioritization methodology for development and maintenance interventions that takes into consideration economic efficiency, equity and other criteria that are important to road sector stakeholders in Kenya; Specify data needs necessary to inform the analysis including road inventory and condition data (including visual condition and International Roughness Index), traffic data (available at KRB for 2014), road pavement strength data (such as Falling weigh deflectometer measurements), vehicle operating costs etc; Coordinate the collection of input data by the Authority (where necessary) required for preparation of NTRIP; Validate collected/available data; In consultation with project implementation team, define maintenance and improvement standards and determine unit costs for various categories of road interventions; Providing technical advice in implementing the proposed methodology under budget constraint and develop a 10-year program analysis for period 2020/21 – 2030/31 and detailed 5-year implementation program consisting of prioritized road interventions with budgets; Facilitate workshops for Authority Top Management and the Board (as will be instructed) to present the draft NTRIP for adoption; Carry out training and technology transfer for assigned Authority staff to prepare the 5-year NTRIP using HDM-4 latest version. |
