Objectives of the Project | To carry out Road Safety Assessment of selected major road corridors with the main aim of identifying high collision locations, establishing possible /contributory factors (both engineering and non-engineering), recommending mitigating measures that enhances road safety and packaging the identified measures into implementable contracts lots. To strive to develop a model for costing of traffic crashes and mitigations measures as well as develop a Cost-Benefit Analysis criterion to assess the impacts of road safety measures. To develop a Work Zone/Temporary Traffic Management Guideline that can be used to streamline and entrench good traffic management practice during road construction works |
Description of Services | Road Safety Assessment of select major corridors: Carry out a detailed review of existing data, document and information on the selected major corridors relating to road safety and describe the existing situation, assess into detail and identify top 5 No HCL. Undertake comprehensive and in-depth collision investigation and analysis of traffic crash data, Present Road Safety Assessment findings and recommend safety mitigating measures, Propose and prepare an implementation action plan for rectification/management of these HCL’s Development of Traffic Collision Costing Model and Cost Benefit Analysis criterion for class A and B roads: Undertake desktop review and carry out in-depth analysis of existing various crash costing models and make recommendations on their suitability, Develop traffic crashes costing model and average traffic crash cost, Develop costs of safety mitigation measures, Rank and prepare list of mitigation measures in terms of their effectiveness, Develop and propose a Cost Benefit Analysis criterion for assessing the impacts of safety mitigation measures Development of Work Zone Safety – Traffic Management Plan (WZTMP) Guidelines. Sample at least 4 ongoing road construction, rehabilitation and maintenance works, undertake detailed review of Work Zone, Propose/recommend and present mitigation measures to address identified gaps and safety deficiencies, Develop and present a detailed Work Zone Safety – Temporary Traffic Management Guideline. Training on Road Safety Engineering. Carry out road safety training need assessment for department of Highway Safety & Planning, Define and propose requisite trainings to bridge the skill gap identified |
